9.2/10
Release Date: 22nd October 2026
The original Propaganda came out in October 2022, and it stood out from ELK’s catalogue right away. Its dystopian prison camp didn’t look like anything else on the market at the time. Under the grey walls and red jumpsuits was a story about a society called LA11-1 fighting back with love instead of weapons.
Propaganda 2 continues that story, and ELK has made one big change to the mood, the world isn’t bleak anymore.
The grid now sits inside a city that’s halfway between ruin and repair, with plants growing through the concrete. The LA11-1 rebels are still there in white masks and red jumpsuits, but the scene feels hopeful instead of oppressive.
ELK has always been one of the strongest studios for art direction, and this is one of its best-looking games.
The paytable will look familiar to fans of the first game. It has eight symbols: ribbons, gloves, flowers, winged hearts, walkie-talkies, guns with flowers in the barrels, helmets and bombs. The core engine has the same feel too, clusters, avalanches, wild drops, and a global multiplier that grows with every winning symbol. The changes are in the features stacked on top of that engine, and in the max win, which jumps from 10,000x in the original to 25,000x here.

Propaganda 2 is a 6-reel, 6-row Cluster Pays slot from ELK Studios. A win is 5 or more matching symbols connected horizontally or vertically.Winning symbols are removed, the remaining symbols drop down, and new ones fill the empty spaces from above. This repeats as long as new clusters form.
The max win is capped at 25,000x, two and a half times the original’s 10,000x.
The RTP for Propaganda 2 comes in 5 versions: 96%, 94%, 92%, 90% and 87%. From a developer’s side, this is worth understanding. The RTP isn’t something the game client decides. It’s a server-side configuration, where the operator picks which certified math model runs, and each version uses different weighting on symbol distribution and feature frequency.
The game looks identical on every version, so check the paytable or game rules at your casino before depositing. The gap between 96% and 87% is 9 percentage points, which is one of the widest ranges on any ELK release. It’s also a step up from the original, which ran at 95%.
ELK rates the volatility as High, and the paytable explains why.
A 5-symbol cluster pays only 0.05x to 1x the bet, and the top pays of 20x to 100x need clusters of 36 or more symbols, which means filling the whole grid. The hit frequency is 23.2%, so roughly three out of four spins don’t pay. Almost all of the game’s value comes from the global multiplier, not from base pays.
A slot cannot be truly judged by just 100 spins a game’s RTP is calculated across billions of spins, and no short session can tell the complete story. We know that. That’s why we play well beyond 100 spins before forming any opinion on a game.
But the 100 Spins Experience is something specific a dedicated documented window within that session designed to give you a clear, honest snapshot of the game.

Every winning cluster leaves a wild in one of the empty spaces after the symbols are removed. Wilds can carry multipliers. When several wilds feed into the same cluster, they merge into one wild and their multipliers are added together. A plain wild counts as x1. A cluster made only of wilds pays the same as the highest-paying symbol.
When a Wild Strike symbol lands next to a winning cluster, it drops 2 to 5 extra wilds onto the grid, then turns into a wild itself.
When a Heart lands next to a winning cluster, the game picks one or more pay symbol types after the refill and transforms them all into a single symbol type. The Heart then becomes that symbol too. In a cluster pays game, turning several symbol types into one is one of the most direct ways to build a large cluster.
Masks activate when they’re next to a winning cluster, and at the end of the round they go into the Mask inventory. Collect 6 and the Drop Bonus triggers. The inventory carries over between spins, so progress isn’t lost when a round ends. From a developer’s point of view, this is a persistent-state mechanic, meaning your session history affects what happens next. That’s unusual for a base game.
Energy from feature symbols builds up in the Love Bomb meter at the end of each round, and that energy also carries over between spins. When the Love Bomb triggers, it activates every feature symbol on the grid for that round or bonus drop, whether or not it’s next to a win.
Landing 3 scatters triggers the bonus game, which ELK calls Bonus Drops. There are two versions:
Bonus Drops: You get 7 bonus drops. The global multiplier resets when the feature starts, but after that it stays active for the whole round, so every win builds on the last. The Add Bonus Drop symbol gives +1 drop.
Super Bonus: If a Super Bonus symbol lands during the bonus, the round upgrades to the Super Bonus and adds +2 drops. If a Super Bonus symbol is already on the grid when the bonus triggers from the base game, you start straight in the Super Bonus. The big difference is that the Love Bomb is active on every drop, so every feature symbol fires every time. This is the mode with the highest ceiling.
Drop Bonus- This is a separate feature triggered by the Mask inventory. You get 3 spins with pay symbols, wilds, Collect symbols and Upgrade symbols, and any new landing resets the counter to 3. Everything stays on the grid until the feature ends, and then all cluster wins pay out at once. Upgrade turns every pay symbol into a higher-paying type. Collect pulls all symbols in an area together into a single cluster. Wild multipliers add up per cluster. When the Drop Bonus ends, 1 to 3 Masks may go back into your inventory.
Bonus Hunt (2.5x): Gives more than 3 times the normal chance of triggering the bonus game.
Mega Hunt (10x): Gives more than 10 times the normal chance of triggering the bonus game.
Love Bomb (25x): Buys a Love Bomb activation.
Buy Bonus Drops (100x): Goes straight into the standard bonus game.
Buy Super Bonus (500x): Goes straight into the Super Bonus with the Love Bomb active on every drop.

Propaganda 2 is a sequel that keeps what made the original work. The cluster, avalanche, wild drop and global multiplier engine is unchanged, and it’s still one of the most satisfying cascade systems ELK has built. The world now feels hopeful instead of grim, which fits a story about a revolution built on love. It’s a rare case where a sequel’s change in tone actually improves the game.
The new features add depth without burying the core gameplay. Hearts and Wild Strikes help build clusters on the current spin. Masks and the Love Bomb carry progress from one spin to the next, so a quiet spin can still feed something later. The Drop Bonus gives the base game a second goal to chase besides scatters. The Super Bonus, with the Love Bomb active on every drop, is where the game’s 25,000x potential lives.
Compared with the original, the numbers have moved in the right direction. The max win goes from 10,000x to 25,000x, and the top RTP goes from 95% to 96%. The catch is how far the RTP range goes: it runs from 96% down to 87%, and the game looks the same on every version. If you only check one thing before playing, check the game rules at your casino. Playing at 96% and playing at 87% are very different experiences over time see our detailed guide to pick a slot according to bankroll.
The trade-offs are clear. Base pays are small, three out of four spins don’t pay, and the game depends heavily on the global multiplier to produce meaningful wins. Players who want steady, frequent returns will find the base game hard going. The X-iter menu gives you shortcuts, from the cheap 2.5x Bonus Hunt up to a direct Super Bonus buy, but the higher buys are expensive, and high volatility applies to bought bonuses as much as natural ones.
Propaganda 2 is for players who enjoyed the original, cluster pays fans who like a lot of interacting features, and anyone who chooses slots by theme and art direction as much as by math. If you prefer simple mechanics or low volatility, look elsewhere. Our advice: play the demo first and watch how the Mask inventory and Love Bomb meter build up over a session, then decide whether the real-money version suits your bankroll. Overall, it’s one of ELK’s most feature-rich releases in a while, and a worthy follow-up to one of the studio’s most distinctive games.
Propaganda 2 comes in five RTP versions: 96%, 94%, 92%, 90% and 87%. The casino operator chooses which version runs on the server, and the game looks identical on all of them. Check the game rules or paytable at your casino before you deposit. The original Propaganda ran at 95%.
The max win in Propaganda 2 is 25,000x your bet, up from 10,000x in the original Propaganda. The biggest wins come from the global multiplier during the Super Bonus, where the Love Bomb is active on every drop.
Land 3 scatters to trigger 7 Bonus Drops. If a Super Bonus symbol is already on the grid when the bonus triggers, you start straight in the Super Bonus. Separately, collecting 6 Masks triggers the Drop Bonus, and the Mask inventory carries over between spins.
Yes. The X-iter menu has five options: Bonus Hunt (2.5x), Mega Hunt (10x), Love Bomb (25x), Buy Bonus Drops (100x) and Buy Super Bonus (500x). Feature buys aren’t offered in every market, and high volatility applies to bought bonuses just as much as natural ones.
Yes, Propaganda 2 has a free demo that uses play credits instead of real money. It’s the best way to see how the Mask inventory and Love Bomb meter build up over a session before you decide whether the game suits your bankroll.
